Prevent Regression Test Engine hangs when ecl command hangs.

Description

When an "ecl run ..." command hangs on some test case (e.g.: apersistschedule1.ecl or schedule1.ecl) the Regression Test Engine and its timeout subsystem hangs as well. (Only a timeout from other part of the HPCC system, like jsocket timeout can resume it.)
