Calling wsWorkunits/wuResult before a workunit is completed caches the empty result set for a long time

Description

When accessing the wuResult service either via ecl watch or directly via soap/json, if the first time the result is accessed there is no data, future requests also bring back no data until the cache expires (15 mins)

Suggestion: while a workunit is still running, don't cache results in ViewFile::queryResultSet()
