Minor regression in HPCC-13941

Description

One of the changes for introduced a minor regression. The collator lookup is likely to be case-insensitive when it was previously case sensitive.

Fix is to remove the parameter to MapStrToUnicodeConverter in eclrtl.cpp(329)

Edited the description. The problem was that an extra parameter was added to the constructor, which shouldn't be there.
