check getopt version for incompatibilities at runtime if uname is Darwin

OSx and freebsd toolchain

Description

The version of getopt that is supported through the freebsd toolchain does not offer support for long arguments, and therefore is incompatible with the usage of getopt in hpcc-init and dafilesrv. We should check for the incompatibility and warn the user if it's found to be true.
