hpcc-init stop does not always stop Thor slaves

Description

If Thor master does not end within init_thor timeout (30 seconds) then init_thor does not attempt to kill slaves.

This particular case was when Thor master could not contact Dali after receiving a SIGTERM signal - and the timeout waiting for a reply from Dali is greater than the 30 seconds the init_thor script waits for Thor master to end.
