WUQuery + WUInfo return different values for HasArchiveQuery

Description

When WUInfo return TRUE for HasArchiveQuery, WUQuery will return false.

This is forcing refreshes in ECLWatch and may be related to: https://hpccsystems.atlassian.net/browse/HPCC-16820

For a better performance, WUQuery does not return all of WU attributes as WUInfo does. WUQuery does not set the HasArchiveQuery. The HasArchiveQuery is returned because the ecm defines the 'false' as a default value. I am considering removing that default value. ECLWatch should not depend on it to do the refresh.
