Roxie to support http[s] keep-alive

Description

Currently Roxie does not support keep-alive for incoming requests when they are http[s]. We should add keep-alive support to help clients use this to overcome extra time of ssl handshake.

NOTE: soapplus HPCC tool could also benefit from supporting keep-alive as an https client of Roxie.

https://hpccsystems.atlassian.net/browse/HPCC-17260#icft=HPCC-17260 added support for https requests, and the overhead of ssl handshake can affect performance. To overcome that overhead keep-alive should be supported so clients could use same connection to send multiple requests.
