Document new function: Std.File.GetEspURL()

Description

Signature:

String Std.File.GetEspURL()

Description: Returns a string containing the full URL (including HTTP scheme and port number) to an ESP server process, typically the first one defined in the configuration. Will return an empty string if an ESP server process cannot be found.
