Document eclcmd --wait-connect --wait-read --wait

Description

--wait-connect sets the timeout to use while connecting to ESP to execute the commands.

--wait-read affects how long command will wait for ESP to respond

The existing --wait (where available) now overrides the above two values defaults.. if the above options are not used.
