Allow IFBLOCK conditions to be created at compile time

Description

Using the refactored MonitorExtractor it should be relatively trivial to generate field filters at compile time.  The same code can probably be used for FileView when it is refactored.

Once implemented the output of serializetypes.ecl will be corrected.
