ECLWatch to check new flag to identify LDAP Admin

Description

Currently, when a user logs into ECLWatch, it looks to see if that user is a member of Administrators or Directory Administrators in order to determine if they are an LDAP Admin. Going forward, it should examine the new boolean "isLDAPAdmin" flag, returned in the WsAccess UserEditResponse.
