Antlr pipermail archives that are cloned in submodule are huge and unnecessary

Description

There are 1000's of old mail list messages in the antrl submodules (under ./esp/services/ws_sql/website-antlr3/pipermail/)

There total size is pretty big as well - 741MB.

It would be good if we can avoid these being cloned as local files everywhere and preferably avoid them being downloaded as part of the git history too if that's possible.
