Set Python3 as Default python version in environment.conf

Description

The default python version HPCC uses, set in /etc/HPCCSystems/environment.conf, should be changed from python2 -> python3 since python2 will EOL on January 1, 2020 (see: https://www.python.org/dev/peps/pep-0373/). A very large number of python projects have pledged to drop support for python2 on or before 1/1/2020 (see: https://python3statement.org/).

There is doc impact, albeit trivial to fix.
