DayLight Savings End Date gives incorrect EndDate of week

20191103 --> STD.DATE.DatesForWeek(20191103).EndDate returns 20191108

Correct Endate of week is 20191109

20181104  --> STD.DATE.DatesForWeek(20181104).EndDate returns 20191109 expec

Correct Endate of week is 20191110

Merged into 7.8 rather than 7.6 because we aim to avoid changing the result of queries by point releases.  If there is a string need for it to be included in 7.6 then please open a Jira to discuss.

This could also potentially affect Std.Date.AdjustCalendar() and Std.Date.DatesForMonth().
