Substitute default values for RIGHT in JOIN ONFAIL clause

Description

When processing an ONFAIL transform for a join RIGHT is always the default row.  The code generator should substitute the values in, rather than requiring the defualt row to be passed into the function.

Primarily implemented as requirement of HPCC-22972.
