Decouple Ws Store from ECLWatch

Description

There was an issue on the Vault environment where we needed to grant Ws Store service access to the users in order for them to see activities on the activity page. please add more details as you see fit.

this issue is only valid if you were able to confirm the UI's call to wsstore caused the eclwatch on the vault to fail to load the activities page.

This issue is in response to a reported issue in the vault where the activities page did not render when the system was upgraded from 6.x to 7.8.x, and a wsstore fetch exception was found in the logs.
In general, the eclwatch UI should be tolerant of any WsStore issues (wsstore not reachable, fetch, set, etc failures). The UI should always have fall-back behavior.
