Container build error trying to fetch Spark jars

Description

Build process for spark plugin tries to wget hpcc spark jars - but (a) wget is not installed on build container and (b) hpcc spark jars have not been built yet.

We do not plan to include hpcc-spark plugin in container image anyway...
