WUQuery should return "isComplete" TRUE/FALSE

Description

Currently there is an edge case when a WU is submitted to be "compiled" we don't know if its complete or not.

Alternatively if we could include the WUAction in the WUQuery result that would be equally good.

Not every WU has the Action being set. For a 'Completed' WU, the Action is not set. The workunit lib will report the default which is WUActionUnknown. Is that OK for you? Or  should it be fixed?
