Roxie should use readiness probe to indicate readiness

Description

Roxie is currently indicating initial readiness via startup probe, which is suboptimal as the initial readiness may take a long time. Instead, should use startup probe to indicate successful reading of configuration only, and readiness probe to indicate queries are live.
