Spot cheap jobs to run as child processes

Description

We already spot jobs that are simple enough to run on hthor even though submitted to thor - those should also (probably) be considered cheap enough to run as a child process and flagged accordingly. There may be other cases that we can spot too when already targetted to hthor.

Even if the workunits have a flag to indicate a simple query I cannot see a simple way to execute as a child process/child job in the agentexec code.

The agent exec code couldn't open a workunit but that would add a reasonable overhead that isn't currently there. Should it add an item onto a different queue, or add an indicator onto the item that was added to the queue?
