Document the global/expert options

Description

The global/expert section of the helm chart is intented to be used for custom, low-level or debugging options.
We should document these somewhere.

We have a 'docs' folder for various things under the helm chart (helm/hpcc/docs)
I suggest a expert.md that details the currently available options.

I've opened a separate JIRA for documenting in the Containerized Book : https://hpccsystems.atlassian.net/browse/HPCC-28927
The PR attached to this one, that adds expert.md can be used as a basis for that documentation.
