Fileservices not using WsDFs, consequently calls like File.Exists fails when used with a remote file

Description

Fileservices should use wsdfs in general.

Much of it is local environment specific, e.g. anything to do with transactions etc., but some calls like File.Exists, should support remote filesnames.

In general, it should be using WsDfs unless there’s a good reason not to.

remote read doesn’t seem to be an issue, only STD.File.FileExists

we received another error similar to the one above but this time when attempting to read a prod AKS thor file from dataland AKS thor
