We would realized the eclserver queue was paused a lot sooner…

You're right, I'd forgotten that the same eclserver/eclccserver can be a member of multiple clusters, as can other components, e.g. eclagents and Thor's.

If instance based, it might be best if the queued workunits appeared under a 'queue' section for all instances that are listening to that queue.

I noticed that one eclserver instance can watch multiple queues. Sounds like that the instances of an eclserver watch the same group of queues. Is that correct?

The existing Activity page is server instance based, not cluster based. Sounds like that the whole view needs to be redesigned to be cluster based...

Multiple instances of an eclserver can.. but they all belong to the same logical cluster as defined by the environment.
Not sure how you'd best visualize the jobs the eclserver instances are dealing + the queued jobs pending on the set of eclservers as a whole, but should be doable somehow.

If the whole view was more cluster based, with Thor/Eclagent/Eclservers as child entries of the cluster, then you could have a queued section too.
