SOAPCALL to a blank URL retries until timeout

Description

From inspection of the code and based on a report in a 702 cluster, if the blacklister is asked to open a blank URL it will throw an exception, triggering retries until timeout.

Changes have already been made in this area. However, they may need re-examining in the light of recent discussions.

Not sure that my conclusion from inspection was correct. I think it will probably still blacklist correctly (at least in 5.0.x) but may be printing out stack traces (which is undesirable)
