Output dependencies in a consistent order

Description

Currently the order of the dependencies changes from run to run, which makes regression checking almost impossible.

not a regression, so move to 5.4.0

Would like to put in 5.2.2 if the fix is simple, because without it there are vast numbers of differences from my private regression suite run.
