Add target IP address into the stored variable

Description

Some new regression tests (e.g.: SOAPCALLS) need target cluster IP address. The Regression Test Engine gets this parameter from the config file (ecl-test.json) and adds to the ECL command line as a stored variable called 'TargetIp'.
