Clarify EXPIRE in docs

Description

A user reported that:
I am not sure whether mentioning the system level setting makes sense in the lang ref, but without it, one is led to believe that their persist file (absent the EXPIRE param) will remain around forever.

Should mention that EXPIRE:
• on a PERSIST overrides the PersistExpiryDefault setting in Sasha (The default is 7)
• on a file overrides the ExpiryDefault in Sasha (The default is 14)
