Eclwatch incorrectly displays query status if all roxie nodes are not running

Description

Esp appears to be checking that ALL roxie nodes are available to process the control command before getting the status of the queries. This was needed in legacy platform this was needed, but is not needed in OSS. By not getting the information, eclwatch displays inconsistant states of queries (i.e. sometimes it will report the query as suspended, other times it will report it as not a problem).

I just tried to NOT check ALL roxie nodes. I got a time out error for control:queries. After the time out value is increased to 15 seconds, the correct status returns. For safe, I may change the time out value to 30 seconds.
