WsECL and ECLWatch section missing from autogenerated portion of Config Mgr book

Description

There is no section for WsECL or ECL Watch in the Using Config Manager book. Somehow this xsd is skipped when generating includer content.

Blocked in that the required Data to build the files is incomplete, and the XML source is invalid.

There are issues with the extraction of content from the related XSDs complicating this issue.
