Remove Deprecated features from Feature Permission List

These features are no longer available, but still display in the list of permissions (implying that they can be set):

FileDkcAccess Access to dkcing of key files
ExecuteAccess Access to remote execution
ConfigAccess Access to super computer environment

Why did we remove ConfigAccess? Seems this would be a good feature since we include (encrypted) passwords and other pseudo sensitive information in the config
