Mark some dropzones as hidden

Description

Now that we require all target despray locations to be listed as dropzones, there are concerns that some locations that are intended for batch jobs to use will appear on the EclWatch dropdowns causing potential confusion. An option to mark whether a dropzone was to be listed on the dropdown list might help.

ok, perhaps tho for backward compatibility it should be by default public (if parameter not present).
We cannot guarantee environment.xml is always regenerated after upgrade.

I think public=<"1"|"0"> would be good for this, where "1" means it listed on the ECLWatch drop zone list.
