Better documentation about Logical file name rules

Description

1. a logical filename can optionally begin with a ~ meaning it is absolute, otherwise it is relative (the platform configured scope prefix is prepended)
2. a lfn is a series of scopes separated by :: with the last being the filename
3. it is illegal to have a trailing ::
4. a cluster qualifier can be specified , e..g ~myfile@mythor2 (seldom used, allows to point to 1 file where file is on multiple clusters)
5. valid chars of a scope of filename are ascii >32 < 127 EXCEPT these chars : *"/:<>?|
6. wildcards are permitted in some circumstances, e.g. ~file::somefiles*
7. To reference uppercase characters in physical filenames, use the caret character '~file::10.150.254.6::c$::training::import::^advanced^e^c^l::people'
