Eclwatch needs to support package "parts" processing

Packagemap processing now supports add-part, get-part, and remove-part. Eclwatch now needs to support this as well

The methods are all under WsPackageProcess, they are

•AddPartToPackageMap
•GetPartFromPackageMap
•RemovePartFromPackageMap

You can explore the forms by browsing to an EclWatch url of http://<IP>:8010/WsPackageProcess/ and selecting the link for each method mentioned above.

The correspond closely to how the functionality works on the command line.
