Leaking graph objects cause activity objects and their persistent threads to leak eventually causing 'Out of threads' errors

Description

A regression (a leak) was introduced as part of changes for HPCC-16228: Design and implement parallel child queries on ThorResolved.
The net effect is to leak resources such that 'Out of threads' errors are seen after running queries for a while.
