Add the following new fields to environment.conf

HPCCPassPhrase=
HPCCCertFile=
HPCCPrivateKeyFile=

Deprecate the following

dfsSSLPassPhrase
dfsSSLCertFile
dfsSSLPrivateKeyFile

Implement common environment routines to query these settings
