Investigate Local security manager support

Description

At some point in the past, the Local Security manager that allows you to enter Linux creds was removed. Investigate why, and ensure the docs and config manager are updated to match

Discussed with , and we agreed that it does not make sense to have a security manager that requires the user to have root privileges. Will use this Jira to remove support for Local Auth

I discovered that you have to be running as root to query the Linux password file (getpwnam/getspnam), and the HPCC user does not have these privileges.  Not sure of the worthiness of introducing this new security manager plugin

There might be some value to this security type outside of the need to secure configmgr. Since you found that it would be easy to re-implement and it's currently documented as a feature I would move forward.
As far as securing configmgr, we're going to need something similar but this doesn't seem to be a 100% fit.
