libuv/cassandra not located with dpkg_shlibdeps

debian based builds. Possibly all others

Description

there is a dpkg-shlibdeps issue, and installation issue with the libuv.so. We need to change the ENV for LD_PRELOAD to the appropriate directory where libuv.so sits. This changed in 2018 with the update to the cassandra plugin builds.

Breaks the fix from . Going to update the CMakeFile so it properly references the correct locations in the LD_PRELOAD
