Fail in startup after a reboot, cannot create directory /var/run/HPCCSystems

Environment

Ubuntu 16.04 LTS 7.0 beta with 7 R embed plugin

Description

Platform installs and runs.  Can be stopped and started.

Failure occurs after a reboot.  

Receive the following message during start:

Aug 01 15:17:47 ubuntu mkdir[1948]: /bin/mkdir: cannot create directory ‘/var/run/HPCCSystems’: Permission denied

I am going to install 18.04 LTS next and try the 7 beta for that version.

Confirming this also is an issue on 16.04. Stu noticed it on a vagrant build of his.

The workaround for this is to create /var/run/HPCCSystems, /var/log/HPCCSystems, /var/lib/HPCCSystems, /var/lock/HPCCSystems as the hpcc user, after a restart. I'm looking into why these aren't being created correctly under systemd right now. There appears to be a permissions issue laying down the directories when use the --parent flag for mkdir.

Installed 18.04 LTS, and installed the 18.04 LTS version of the 7 beta platform and R plugin.  Platform started perfectly.

Rebooted.  Platform failed to start, unable to create the directory.
