Support OpenSSL 1.1 on Windows

Need change library file names in FindOPENSSL.cmake and lib2/CMakeLists.txt to support OPENSSL 1.1 on Windows

this is not needed for build Clienttools on Windows. Clienttool 7.0.0-rc1 can be built successfully with OpenSSL 1.0.2. The reason I open this JIRA is @gaojx tried HPCC Platform with OpenSSL 1.1 on Windows but failed. Later he think it is better to use OpenSSL 1.0.2 for his work. I will close this PR and add comment in JIRA . We may close the JIRA with not-fix.

For the future reference, if we want enable OpenSSL 1.1 on Windows these two files should be updated:
cmake_moudules/Find_OPENSSL.cmake and lib2/CMakeLists.txt
A private branch implemented these: https://github.com/xwang2713/HPCC-Platform/tree/HPCC-20970-support-openssl-1.1
