Optimize POWER(expr, [1/2/3])

Description

Rather than defaulting the the power function it would be more efficient to implement POWER with small integer exponents as multipliciations.

The Jira was created in response to seeing some code in the ML library that used it.  As a first step it would be interesting to see how common it is.

another small issue that could be worked on.  Assigning to anyone for the moment though.
