Publish min/max skew attributes when a logical file is published

Description

Min/Max skew percentages can be calculated on-demand by reading the total size and part sizes, but since this information is static, it would be useful to pre-calculate these and publish them as attributes, so that they can be [cheaply] read/sorted/filtered etc.
