Check eclccserver handles scaledown properly

Description

We don't want to allow eclccserver to be autoscaled down while compilations are in-flight.

This may not be an issue for the case where eclcc jobs are run as independent k8s jobs, but is for the "child process" mode

Seems to be working correctly. Will release PR to allow setting terminationGracePeriodSeconds

The required code all appears to be present, so just changing the helm template to override terminationGracePeriodSeconds may be sufficient.
