Ensure Debug containers have access to writable source directory and user directory to aide debugging (vscode)

Description

vscode can attach to a container and processes within it.
We have the source tree in our debug containers, but vscode also needs write access, so it can install extensions etc. And it also needs the container's user (hpcc) to have a home directory.
