Add support for Ubuntu 20.04

Description

Ubuntu 20.04 LTS is being released the week of April 23.  We need to add support for it.  Once this is done, we can investigate https://hpccsystems.atlassian.net/browse/HPCC-23441#icft=HPCC-23441

dependencies, and aws AMI. I am waiting Michael resolve "-DUSE_SHLIBDEPS=ON" then I can create the AMI
