Create ESP Response to check if system is containerized

Description

Front end needs an esp response to determine if an HPCC System is containerized or bare metal so that eclwatch can display helpers with or without path information.

If it just returns 1 value I wouldn’t call it display option. You could call it buildinfo if you treat containerized as just one flag in a result object. Could also return more build flags in the future.

Not sure this is the place for sub tasks about making all the cloud related changes to eclwatch but if a parent JIRA for that doesn’t exist one should be created.

In fact, I am not sure this should be called DisplayOption. Some information should be valid only for bare metal systems and some only for non-bare metal systems...

This might warrant some sub tasks as there there is probably a bunch of new Topology / SMC specific information that should now be exposed?

should I add a '/WsSMC/DisplayOption' (0 for non-bare-metal, 1 for bare-metal)? Any other suggestion?
