OUTPUT file creates "unknown" scope (directory)

Description

On a cluster started using the default Helm chart plus examples/local/values-localfile.yaml for persistent storage. 

OUTPUT(ds,,'MyData::MyFile,THOR)) creates a logical file in this location:

/var/lib/HPCCSystems/hpcc-data/unknown/thor/mydata/

After a quick scan of the code I think it may be connected with no prefix being supplied for a storage plane.  thfilemanager.cpp(540)
