Create a github action to smoketest containerized builds that utilizes pre-built target branch images

Description

It will either use the exact matches (SHA) pre-built image, or the 'latest' available.
This will ensure that when it chekes out that PR sources itself, it is only the differences that require re-building, meaning the PR image build is quick.
If neither is available (e.g. 1st time a base branch has been target and target branch not ready yet), it will build the base itself.
