Roxie reads of multi part files inside scopes using incorrrect path and failing

Description

The existing code passes the directory from the logical file to makePhysicalPartName, this path already contains the scoped path to the part, and consequently causes the fabricated physical path to contain the scoped path twice, leading to file not found errors.
Instead it should be passing the base directory for the plane the logical file existing on.

This is a regression introduced in 8.4.14

Any scopes within the logical file name end up getting added to the physical path twice (in containerized mode only).
