Regression introduced by HPCC-27249, causing foreign looks up to fail in bare-metal

Description

This was seen by client engines as a missing file, if the foreign environment was <= 8.6.8, e.g. an error like:
System error: 10001: Graph graph1[1], Missing logical file foreign::10.173.14.201::cloforeignthorfile1

If the foreign env was 8.6.8 (bare-metal only) it would hit a "Unknown storage plane" error.

Alright.  I was able to finally verify this fix on the 160.  Thanks.

  - I get a new error now:

System error: 28: SLAVE #46 [10.173.160.46:20100]: 28, CFileIO::write, Disk full : Failed to save dll: /var/lib/HPCCSystems/queries/thor_160_20100/V1502337088_libW20220316-132457.so
