Default PREFETCH to parallel

Description

Parallel should be the default - I'm not sure there is ever a case where sequential is what is wanted, but adding SEQUENTIAL (HPCC-27910) will allow that to be chosen if required.

Conclusion

Much more likely that PREFETCH was meant to be parallel => default it.
